Department of Veterans Affairs · Multi-Award IDIQ
The primary vehicle through which VA buys IT professional services. T4NG2 is the follow-on to the $22.3B T4NG contract.
T4NG2 draft RFP expected Q3 FY2026. VA intends to expand the scope beyond T4NG to include cloud migration, cybersecurity, and AI/ML capabilities. Incumbent T4NG holders have a significant advantage. SDVOSB set-aside pool likely to be preserved.
Army / CHESS · Multi-Award IDIQ
DoD-wide hardware and related services vehicle managed by Army CHESS. Used by DHA and MHS for infrastructure purchases.
Significant DHA task order activity for MHS GENESIS infrastructure. Burn rate accelerating as Oracle Health deployment expands. PoP extends through 2028.
NIH NITAAC · Government-Wide GWAC
Government-wide IT solutions contract. Primary vehicle for HHS and NIH health IT acquisitions. Accessible to all federal agencies.
CIO-SP4 awards completed in 2024. Task order activity is ramping across HHS, VA, and DoD health. Protest-driven delays resolved. Small business pool is highly competitive. Watch for AI/ML-specific task orders in FY2026-2027.
Defense Health Agency · Single-Award IDIQ
The MHS GENESIS deployment and sustainment contract. Oracle Health (Cerner) is the sole prime. Covers deployment, training, optimization, and interoperability.
Deployment to all DoD sites nominally complete but optimization and sustainment costs continue to climb. Congressional scrutiny on cost overruns. Sub-contracting opportunities exist for interoperability, data migration, and training support. DOGE review flagged this contract for audit.
GSA · Government-Wide GWAC
The follow-on to Alliant 2 GWAC. Will be a primary IT services vehicle across all federal agencies including health IT.
GSA revised evaluation criteria after industry feedback. Self-scoring methodology will carry forward from Alliant 2 but with updated categories. Health IT task orders through Alliant are significant across VA, HHS, and DHA. Prepare past performance packages now.
